Biography

Neil S. Fleming, PhD is Vice-President of Quantitative Sciences in the Center for Clinical Effectiveness, Baylor Scott & White Health (2013); and PhD Program Director in Health Services Research (HSR) and Clinical Professor of HSR, Robbins Institute for Health Policy and Leadership at the Hankamer School of Business, Baylor University (2014). As VP of Quantitative Sciences, he oversees Biostatistics and Advanced Analytics/Health Economics corporate resources with research/teaching-related and operational activities. He was Vice-President and Chief Operating Officer of the Baylor Health Care System (BHCS) STEEEP Global Institute (2011-2013), and BHCS Vice President for Health Care Research (2004-2011). Having focused on and publishing on financial and clinical outcomes related to health care interventions to improve quality, he led the internal evaluation of the BHCS system-wide implementation of health information technology (IT). He has been involved in a number of Agency for Healthcare Research and Quality (AHRQ) funded projects, serving as Principal Investigator (PI) on Costs of Transforming Established Primary Care Practices to Patient-Centered Medical Homes. He also served as PI on Impact of Health IT on Primary Care Work-flow and Financial Measures, where the financial and non-financial (time and effort) costs were estimated that were associated with the implementation of the ambulatory electronic health record. He was also co-investigator on three federally-funded HIT clinical evaluation projects: 1) Impact of Health IT Implementation on Diabetes Process and Outcome Measures in a Primary Care; and 2) Improving the Safety of Primary Care by Measuring Adverse Events and Improvement, and 3) Implementing a Bundle for Intensive Care Unit Delirium–the IBID Project. Dr. Fleming has spent three years on the Editorial Advisory Board of the Journal of Quality and Patient Safety (JQPS). Dr. Fleming has authored and co-authored numerous publications in health and health care-related journals such as Health Affairs, Annals of Internal Medicine, Medical Care, Health Services Research. International Journal for Quality in Health Care, Clinical Diabetes, Pharmacoepidemiology and Drug Safety, Health Promotion Practice, Journal of Clinical Outcomes Management, and JQPS. Dr. Fleming was associate editor with Dr. David Ballard of the book entitled: Achieving STEEEP Health Care, published in 2014 which received The Shingo Research and Professional Publication Award. Dr. Fleming was named to AcademyHealth’s Methods Council in 2016 for a 3-year term. Dr. Fleming received his BS in Mathematics and PhD in Sociology (Health Services Research) from Vanderbilt University. Prior to joining BHCS, he was a Statistician at the US Centers for Disease Control’s National Center for Health Statistics and a Medical Consultant for the Electronic Data Systems on the Texas Medicaid Program. He spent over 20 years as President of Health Care Systems Consultants, focusing on health care costs and utilization, especially in the area of managed care from financial and actuarial perspectives with clients such as the Health Care Financing Administration’s Office of Prepaid Health Care from both Federal Qualification and Compliance perspectives. He has over 35 years’ experience in health care services research and cross-industry statistical modeling. He is a senior member of the American Society for Quality and a Certified Quality Engineer since 1991. He has particular interests in research using experimental and quasi-experimental designs for analyzing the impact of behavioral interventions to improve the quality of health care, health care innovation and technology, as well as decision science including clinical effectiveness analysis, financial and cost-effectiveness analysis including time-driven activity based costing, and health care policy.
