Biography

Tom was born in Houston, Texas where he resided until graduating from Rice University with a BA in economics in 1962. Upon graduation he attended Baylor University for his MA in economics, serving as a instructor while completing his classwork. After working in Washington D.C. he attended Oklahoma State University for his Ph.D. He came to Baylor in Fall, 1969 and has served on the Baylor faculty continously since that time.
