Captain Lynn T. Downs, Medical Service Corps, United States Navy is a native of Burnet, Texas. She received her Bachelor of Business Administration from the University of Texas, Austin, Texas in 1987. In 1989 she received her Masters of Business Administration from Texas A&M University, College Station, Texas. Captain Downs was commissioned as a Medical Service Corps Officer in January 1990.

Her first tour of duty was Portsmouth Naval Hospital, Portsmouth Virginia from April 1990 through April 1994. She served as the administrative assistant to the Director for Medical Services and rotated as division officer through all divisions of patient administration. In April 1994 Captain Downs transferred to U. S. Naval Hospital, Naples Italy where she served as the Department Head of Patient Administration and as Clinics Director for five branch clinics. She transferred to the Bureau of Naval Personnel in Washington, DC in 1997, where she served as medical placement officer for all east coast placements. In September 1998 she began duty under instruction at American University, Washington, DC where she worked on her Doctorate of Philosophy. In January 2002, she served six months temporary duty at the Bureau of Medicine and Surgery as a data analysis officer. In July of 2002 she transferred to Naval Medical Center, Portsmouth, Virginia where she was Department Head of Patient Administration. In August 2004 Captain Downs received her Doctorate of Philosophy in Public Administration for American University, Washington, DC. In May 2005 she transferred to Naval Surface Force United States Atlantic Fleet and served as the Force Medical Department Officer through April 2008. CAPT Downs was deployed as the Deputy Force Surgeon for the Core Staff Combined Joint Task Force – Horn of Africa form April 2008 through June 2009. Upon completion of her deployment, she was assigned to the Naval Medical Center, Portsmouth as the Associate Director for Administration. In June 2010, CAPT Downs was transferred to Navy Medicine East where she served as the Deputy Chief of Staff, Human Resources/Director for Administration through August 2013. She is currently an Assistant Professor at Army-Baylor University Graduate Program in Health and Business Administration.

She is a Fellow in the American College of Healthcare Executives, a Fellow for the Commission on Accreditation of Healthcare Management Education and a member of the American Society for Public Administration.
